Insert the outside bag in the lining fabric and pin it in place.
Mark 34 inch away from the opening and another 34 mark below it.

Stitch and end the opening hole, tuck the lining fabric inside.
Press and stitch around the top edge with a 14 seam allowance.
Insert the strings and knot both ends.
