Using strong super glue, dab some glue on all joining sides of the pebbles.

Keep building upward and around the bowl while making sure to dab glue as you go on adding pebbles.
Leaving it to dry longer will give the best results.
Then, grab a sanding paper to give the pebbles a light scrub.
