In this case, the pillows are 28 inches.
The measurement needed then is 27 inches.
From the first fold, measure 27 inches and thats where you will fold again back toward the middle.
You now have two folds overlapping in the middle; 27 inches apart.

Step 2
First, sew the two end seams.
Measure 4 to 5 inches from the edge and secure it with pins.
So from the first seam, measure 19 inches, then mark it with pins.
Sew the blanket on the marked area with pins.
After this, cut the excess fleece on both ends.
Measure the 19-inch spots again to make three more lines of pins.
Finally, after sewing the pockets, stuff the fleece with the pillows.
