Once the oil is heated, put the bell and anaheim pepper.
Cook for five minutes, then combine the onion.

After 2 minutes, add the beef, minced garlic, spices, and saltcook for 8 minutes.
Remove from heat and set aside to cool down.
Step 2:
Empanada dough.In a large bowl, combine the flour, sugar, and salt.

Add the cold butter, then thoroughly mix.
Step 3:
Sprinkle some flour on the clean countertop.
Grab a little round of dough and roll it until thin.
Put the cheese and filling on the dough and fold in half.
Secure the ends by pressing gently with your fingers.
Then fold and press the edges inward from one end to the other.
Place into a baking sheet and repeat the same process for the remaining dough and filling.
Refrigerate the empanadas for 1 hour before cooking.
Step 4:
Set the heat to medium.
Add the oil to the pan and wait until its heated.
Fry the empanadas until brown and golden.
