Cut the rectangle, then place the dog bowls on top again, and put them facing down.
Sand the piece of wood both on top and under.

Stain the base with wood stain except for the legs.
Put some painters tape under the frame of the base so that you dont paint them accidentally.
Seal them with polyacrylic and place the dog bowls on the stand.
