In a large saucepan, heat olive oil over medium heat.
Once heated, add the diced onions, bell pepper, and ground beef.
Saute and cook the beef while stirring often.

Cook until the beef is no longer pink and vegetables are tender.
Stir in the taco seasoning until everything is incorporated.Add water and bring to a boil.
Once boiled, reduce the heat to medium-low and simmer for 10 minutes.

Remove the pan from the heat and stir in the tomatoes and chillies.
For the cheesy layer, stir together sour cream and mayonnaise until smooth.
Then, fold in the cheese and set it aside.
Whisk together the baking mixture and the ranch dressing mixture for the biscuits until well combined.
Stir in some water and cheese until well incorporated.
