Stack another bill right on top of it but slightly overlapping about an inch.
Tape the stick in place, then start folding the flower.
Next, grab both ends of the layer underneath but this time make it wider than the inner petal.
Secure them with clear tape.

Repeat all of the processes above until youve used up all of the bills.
